why is the tileset layer in the game not appearing in the correct depth?

why is this tileset layer in the game not depth 3200? it becomes depth 91 somehow + there is no way i can cover my obj_player BEHIND the tileset

might important note for obj_player, it uses an invisible sprite, but draws the actual player in the normal draw event (for customizable race/gender/equipment)
