So basically I am creating some simple scrolling options menus, and I cant decide what order to put my info.

I also considered placing the arrows before the description, or possibly with the value between them?

I usually opt for arrows either side, < value >.

Would have to agree with Jabbers, that way looks the cleanest imo

What about sideways VS vertical arrows?

I agree with Jabbers, I like the sideways (horizontal arrows) surrounding the value best.

Vertical arrows work better for cases like this (and it's still better to surround the value) :
    --▲--
    value
    --▼--

I think whether or not it should be vertical or horizontal depends on the layout of your menu. I think if you're listing items vertically then the arrows should be horizontal, and if you're listing items horizontally across the screen, then maybe vertical arrows would be better. Whatever makes it look less cluttered is usually better
