Can GameMaker Studio create a video game launcher that would be similar in look to the blizzard / battle.net launcher?

Yeah, the only thing that can do something like that is a real person.
But if you mean can it be used to do something like that, then yes. YoYo games did something like that with the Gamemakerlayer, which is now dead, but a nice proof of concept for something like that. I think you're gonna need external networking skills, plugin knowledge and a bunch of other stuff too though.
