Question - General VAT Number for foreign

Hello! I was reading the guide for setting up a publisher account and I saw that users from outside EU should precede their VAT with their country code. The thing I don’t get is: as a Brazilian natural person (not a legal person), do I need to sign up for an actual EU-VAT and then precede it with my country code or should I use my VAT-equivalent (CPF, here in Brazil) and add the “55” country code before it?
