Using certain words in app names on Play store

Some words and phrases are reserved and cannot be used in names, including, ok, Google, launch, ask, tell, load, exit quit, volume up, game, action, assistant, skill, and app. Test your name in the API dashboard to confirm it doesn't use a reserved word or phrase.
This is from https://developers.google.com/assistant/console/policies/general-policies

Unless I am wrong this is saying you cant use certain words in the app title like app or 'best' or 'top'

I see that these policies apply to "Policies for Actions on Google" but do they also apply to Google Play?

It applies throughout the Google ecosystem for developers and publishers. There is definitely discretion in how the clause you cited is applied, however.
Policies for Actions on Google said:
We will consider exceptions to certain naming policies on a case-by-case basis; you can request an exception filling out this form and requesting Display Name assistance.
For example, searching for "Game of Thrones" returns several official and licensed apps that Google let through, despite their names containing the word "game".

Read the policy as thoroughly as you can if it's given to you. Direct questions on official policies in Google services to Google, not the GMC or any other non-official source. And if you decide to contact Google support or administrative staff about this, keep personal copies of all communications.
