This might be a late response as I just happened to come across this topic. In case you still haven't managed to fix this issue or someone else experienced this issue. The solution is quite simple.
Do these steps;
1. In your Google Play Console Developer main page, go to the Pricing Templates
2. Click Create Template
3. At the top left box where you see your default currency base on where you are, enter a nominal (app price) which apply globally
4. You can also assign a different nominal for individual countries in the list of countries below it
5. Once done press OK/DONE/SAVE
6. Now link the paid app that you wish to assign that pricing and again once done press OK/DONE/SAVE
7. Now go back to the app that you were trying to update/upload that gave that error message, proceed with the review steps.
8. Done.
