The room's quality is not fully rendered when it runs.

So for some reason, when I work on the room, it looks fine, but when it is rendered after pushing the run button,
it shows up not distorted but basically if pixels are blurry.

What the hell is going on here? Granted the background image is 3060 x 1120, but I don't think the size of the image should matter.

Make sure your texture page size is large enough to accommodate the background image, otherwise it will be scaled down to fit.

The size of the image does matter. Check your texture group settings in the game options. If the texture page size is lower than the size of a sprite, the sprite will be downscaled upon compilation. You can then either increase the texture page size, or split the image into multiple parts. It's a trade-off between compatibility with (much) older devices that can't handle larger texture page sizes and convenience.
