You can read the GMS2 Manual offline currently. Online version of the Manual might come up eventually, but nobody exactly knows when.

Yes, I know about F1.When you press the 'F1' key
web-manuai is very convenient for me:
- Can be read anywhere (in transport, for example);
- Can be translated through Google Translate;
- I can give links.

The folder "chm2web" in your GameMaker Studio 2 install folder has the manual.
You can open index.html and read it just fine without GMS2 running (although only the Index tab to the left will work if you just open the HTML file).
Put it on a server, and the Contents and Search tabs will work too.
I could put it online, but I don't know what YoYoGames would think of that.

Please do not host the manual. 1) it goes out of date quickly 2) Folk end up searching and getting the wrong version 3) It's copyrighted and you probably shouldn't
