Android Testing Android IAP....is it supposed to take this long?

I remember testing IAP on Android was quick and easy. Upload draft and get right to it quickly. Now it seems like the only option is to start a beta test and then wait hours to download and test the game. This can't be right is it? Like...if I screwed up and need to touch up my IAP and resubmit, I have to resubmit it and wait a couple more hours?! This can't be right...
