The existence of the Teletubbies is kind of a perfect storm of technology, hubris, and luck. Here's what we know:
It all started as a colonization attempt by an unknown alien race. What we now refer to as the Teletubbie Mission was the first, and probably last attempt for this race to extend their existence beyond the lifespan of their home planet.
The biggest advantage they, as a culture, had going for them was a long period of peace and technological advancement. What they lacked was the forethought (or time) to scout the Teletubbie planet more thoroughly.
Colonization began successfully enough, with their ship becoming the base of operations and the center for their terraforming exploits. "The Happening", as it is called, is an unexplained near-extinction level event. All of the adults and nearly all the children simply vanished from all records.
The problem was probably discovered very soon after landfall. There is some kind of element, spore, radiation, etc. in the planet's atmosphere that caused unchecked hallucinations. In what limited records that were kept, it seemed that the hallucinogen acted quickly, and did not leave the systems of the affected. The leading theory is that the colonists simply went mad and they all killed each other. Somehow, the only unaffected area was the children's creche.
The infants' minds were altered and they survived. Many think that the soothing sounds of the children's dome's AI was what shaped the Teletubbies into what they are now.
While the infants grew, the terraforming machines continued working, covering the children's creche with bright green grass. matter conversion and recomb systems asserted themselves underground and connected to the children's dormitory, so basic needs were taken care of. As they grew, they discovered the different items you see them interacting with. Having never experienced conflict or want, along with a constant barrage of hallucinogens, has allowed the Teletubbies to live a peaceful life. The children's dorm, cut off from all contact from their prime planet, continued gathering information transmitted to their planet. Any educational material considered suitable for the Teletubbies is broadcast to their personal media displays, which are integral to the childrens' uniforms. This helps to explain why they receive messages that contain educational, yet human, media.
There are many mysteries surrounding the Teletubbies. How, for example, do the children experience the same hallucinations? The child's face in the sun, for example. What was the purpose of creating an ineffective vacuum cleaning device? How old are the "children?"
Given their extremely delicate living situation, the entire system has been delegated a "Socio-Archaeological Heritage Site" and no contact has been made with the Teletubbies. We continue to watch and wonder... what do tubbie pancakes taste like?

I've thought about it too. I think the answer is yes. Maybe that's why many kids the world over have the fear of a monster hiding under their bed or in the closet at night. Sometimes the "monster" usually looks like a distorted version of a cartoon they saw on TV in the day time. For example, a Teletubby with fangs or a Mickey Mouse with very scary looking human eyes and rotting skin.

always thought it was like, they're in some sort of observation cell right? and its all viewed through there eyes, the pole comes up and says something in a perceived funny way, the sun is the observer looking in on them with a spotlight
the food is synthetic and perceived as pancakes
