Stopping a background layer from tiling after a set amount of time

I have 2 water layers underneath my vertically scrolling backgrounds and I want them to stop tiling at some point so that I can show some static layers underneath them. How do I do this?

I've given up on using a scrolling background. Instead the player object moves and a camera with it. It then should be easier to "stop the background" (stopping the player's auto movement upward). So all I have to do is make one background per level other than weather and water effects. Those will still use tiled layers.
