Solved, have found the Menu. It's in the resources tree at
Options -> Main -> Windows UWP -> Packaging.
To configure imported projects from a previous version of GameMaker Studio
for UWP export this has to be done:
"... IMPORTANT! If the project has been imported from a previous version of GameMaker Studio, it will not have a temporary PFX key assigned to it. This is required for testing and compiling and you can add the default one by going to the Game Options > Packaging and then use the following path: ${base_options_dir}\windowsuap\keys\WinUWPRunner_TemporaryKey.pfx"

But I can't find a "Game Options" menu and no "Packaging" submenu.
So where can I find this menu?
