I know I can do a lot with draw_text (and ext) but what about outlines? There's not a lot of contrast as is and I want to play around with it. Can I do that at all?

Personally, I thought that guy's undesired affect of having a scaled front and an unscaled font was pretty cool looking. It makes a nice retro sci-fi title card appearance.

Yeah it's not what I'm looking for though. Is there a way to maybe do it through custom fonts? Like maybe if the center is mostly transparent? Or would that not work? (Also can I add custom fonts? How do I do that?)

I just place 1 copy of the text on top of a 2nd copy. Usually
black first offset x+1 and y+1
    then
white second offset x-1 and y-1
This give a shadow like effect.

The bigger the text the bigger the offset.

If you wanted a surround instead you could layer 4 base texts in 4 directions 1st, then put the 5th last text on top.
