Question - General Shadows engine

Hi guys, do you know if there is already an engine to make shadows like the game Beat Cop? In particular like the telephone cabin, poles, people, etc. (see screenshot).

Honestly, those look like they were pre-drawn as part of the sprites to me. Maybe I'm wrong though.

Maybe there is orthogonal projection of the sprite.
