Old PS1 games. Legal or not?

I downloaded some ISO's of PS1 games for free. In my country no one is ever punished for doing something like that, but regardless, I want to know if it's stealing or not?

Downloading these from the internet is stealing. These would only be legal and ethical if Sony released them.

I'll close this topic before someone gets banned for posting links to ROM / ISO sites.
