We don't allow apps that help users to mislead others, including, but not limited to, apps that generate or facilitate the generation of ID cards, social security numbers, passports, diplomas, credit cards and driver's licenses.

Any claim that an app is a "prank", "for entertainment purposes" (or other synonym) does not exempt an app from application of our policies.

By reading this policy you would understand that you cant publish apps that allow you to prank others, like say a prank ghost detector or metal detector app. And yet in the tags section one of the tags is actually "Prank", so you cant publish a prank app but can tag one as being a 'prank' app.

What is to be understood from this.

Seems straight-forward enough. It's not that you would call it a prank that is a problem. The issue is you cannot use a prank disclaimer to prevent other policies from applying to your app.

Also note that all the examples of "misleading others" listed in the TOS are examples of forgery (as in the "criminal offense" level of forgery). That's probably the level they start to actually care about misleading behavior, anything below that should be fine. If any and all misleading was forbidden, chances are they wouldn't allow ads on their platform either...
