music and sounds gets quieter when playing another sound

I have a sound playing repeatedly as a background music and when I play a couple of other sound effects like jumping and hitting stuff the background music gets really quiet then after a little while it gets to normal volume again. How do I set it so that it stays at normal volume instead of getting quieter and louder? Thanks in advance.

It's windows, not your game. This question comes up weekly now. :p Go turn off something like smart audio leveling / compressing something like that then email microsoft and tell them you bought a computer not a frickin television.
