Windows Manual Opening in Chrome instead of inside GMS2

Like the title says, the manual is opening in chrome and not inside GMS2. I did go double-check GMS2's preferences -> General -> Help, and verified that "Use Online Manual" is not checked. I even tried toggling it but it still opens in chrome. Any ideas?

There is no more option to open the Manual inside GMS 2 due to UI library issues, going forward it will always open in a new browser window. The "Use Online Manual" option only controls whether to use manual.yoyogames.com or a locally hosted copy of that.
