I don't believe so.
GMS 1.4 isn't available from YYG, Humblebundle or Steam, which is where YYG sells their products.
They can't really sell anything GMS 1.4 related anymore, as a lot of it is going out of date, and will gradually become unusable as a development tool. Such as the iOS and Android exports, which are no longer fit for purpose.

Fortunately the GMS1.4 HTML5 module has remained very stable since the release of GMS2. My studio is still using it on a regular basis.
