Yes. It is called an isometric view.

Two ways:
  1. Render everything with a 3D camera in 3D space but at a fixed viewing angle.
  2. Draw 2D sprites like you would any other 2D game but have your own special depth-sorting.
I suspect your example game used option 2. I'm not going to tell you exactly how to do this. You will need to do your own research. There are plenty of resources on this forum and elsewhere.
