SOLVED Instances Layer Properties not displaying in Room Editor

Running GMS IDE: 2.3.1.542 Runtime: 2.3.1.409

Tried reinstalling, did not resolve issue. Upgrading the IDE has resulted in broken content and mangled functions in project files.

The problem I am experiencing is that in the room editor the layer properties view does not unfold, and new instance objects cannot be added to the room.
