GMS 2 Including ini files within a project

I have an ini file which I have created using a level editor which I have created using GMS2. This contains tile data, object data, all sorts of stuff. The only way I can load the ini is to copy it from my manually from the %localappdata% to the required location.

The problem is when an a installer is created there is no way to keep this information. I have to two solutions.

1) I hope that I can add the ini files as a data extension.
2) Re package my installation using a third party tool that will put the ini file In a location I pre- determine.

Hope this makes sense. I'm poor at explaining things.
Thanks that's awesome. So If I understand it correctly. Everything in the "Included files", Is the same as $localappdata$. Cool beans.
