Question - IDE IDE doesn't lauch

Trying to install GMS 2 on new computer and it gets to the end of the install but the IDE never launches to complete the installation.
Tried it on my older computer and it completed the installation just fine.
Both computers are on the same network and both running windows 10, 64-bit.

on the computer that opens, it's showing IDE: 2.2.5.481 and runtime: 2.2.5.378

any help?

Update: After trying all I could think to try, I uninstalled GMS2 and tried installing an older version. That one completed it's installation and seems to run fine. Current version just won't install for me.
