Windows I Can't Create A Standalone Application (.exe)

Hello, i'm very annoyed right now because my game is almost finished, so i decide to create a standalone application for it, however it comes up with - your account has no developers associated, would you like to be taken to the developers application?
then there's 2 buttons, yes and no. if i click on yes it takes me here https://player.yoyogames.com/registration
if i click no, a pop up says there are no developers. Then i click ok and nothing happens. Why can't i just create an application?

Make sure that the compile "target" is set to Windows.
