So I am planning to design a game to work on Steam, XBOX, and PS4. When creating in-game images, do they have to be vector images in order to scale properly? I never designed for multi-platforms before and unsure what approach to take.

I have not found a guide regarding this either, so if one exists, can someone please point me to it?

My Art Style for the game is inspired by the latest Shante game (not sure if that means anything or not)

To make good sprites you can use Adobe photoshop or GIMP 2

Take a look at nuclear throne! It published on PS3 with pixel-art graphics! Vector art is not needed as far as I am aware.
