Windows GM2 crashes on startup

I was having an issue where I couldn't run my game and heard it may be a problem with the runtimes. Someone mentioned deleting the runtimes that are there and letting gm redownload them. But now when I launch the program it goes to install the runtime and freezes then crashes. I even tried manually downloading the runtime but the same thing happens. I am running through steam if this matters

I also tried uninstalling and reinstalling the program but this did not work either. I am entirely unable to use the program no matter what I try.
