Windows Glitchy audio in sequence IDE editor

I've been working through the Little Town tutorial and I noticed something strange with the audio. If I set an audio file to start at frame 0, the start of the sound will sometimes glitch a bit. It almost sounds like a buffer issue where it plays a snip of the file about 1 second prior to the actual beginning. I'm curious to see if anyone has experienced this. If you set the audio to start at frame 1, there is no issue at all. I've tried this with several uncompressed audio files included in the tutorial. I've already made a bug report but thought I'd see what others have experienced. I know that audio in the IDE can be a little funky in general at times.

if you are using the latest stabe runtime
sequences have issues with stuff happening at frame 0
and apparently is getting a fix in the beta
