Getting: FAILED: Run Program Complete on a Project that worked on Earlier Versions

I've installed GMS2 2.3.0 on another PC and on a project that does work in the previous version on GMS2, I keep getting the "FAILED: Run Program Complete" message. I look through the log and don't see anything that looks like an error message relating to code, but I see this long line that I don't know what it means.

Has anyone else seen this?

System.Reflection.TargetInvocationException: Exception has been thrown by the target of an invocation. ---> System.IO.FileNotFoundException: Unable to find the specified file.

I had the same issue when my visual studio path is not configured correctly. This would have been caught by the IDE, but I was running the compiler directly from the command line.
