Hello, im new in gamemaker studio, and i have Gamemaker studio 2 Desktop Steam, i can make a game for android and publish? Or i need gamemaker studio2 Mobile steam?

You need the Mobile license. What you can do right now though, learn GMS using your desktop license, and buy the Mobile version when you feel comfortable spending the extra money. It's just enabling the new target platform in the same GMS IDE (no additional installation of a separate development tool), and your projects can be exported to the new mobile platform when you get the license (whether it has a pleasant mobile experience after only doing desktop development is another matter, that comes down to planning and understanding target differences, etc.)
