Windows Game running on lower FPS than normal

I have noticed something strange while testing the game im making, even though the FPS is set to 60 the game is still running at 46-48 FPS consistently. To see what could cause this i literally destroyed all instance at map load and even checked the debugger for fluctuating memory. The memory was completely still, no problem there, all instances destroyed and still not fixed... Are there any things im missing that could cause this?
And i cant just post code as the game is way to big for single lines of code which i cant even pinpoint as i dont know the root cause.
TL;DR Instances and Memory arent causing the FPS drop, what could it be?

Do you use particles at all in your project? Non-deleted particle systems can affect FPS in ways that cannot be detected in the debugger.
