If someone makes a program that can change a Game Maker Studio 2 game made file into some other file would that be legal if the person's game follows (obeys) all in bold up above?


Such as if a man named Greg makes a .exe game and then He makes his own program that will change his .exe game into an HTML 5 game and Greg uses that program He makes to change His .exe game made with Game Maker Studio 2 into an HTML 5 game would that be legal if Greg's game follows all in bold above first question up above?
