Windows FPS increase when not in focus.

Something weird I noticed today.

If I set an object to draw fps_real, when in focus I get an fps of around 800
When I click another window (game still running), the fps goes to like 1200.

This also happens if I just do it in an empty room, or set the fps to 9999.

Then out of nowhere, it just....stopped, and it isn't happening anymore.
Any idea what sort of thing might cause that behavior? It was very consistent for like 20 minutes, and I was trying to figure out some sort of logic behind it.
