If you're using Game Maker's included networking code, you're probably looking for network_destroy(socket);
Pass the client's socket into the function, and it will be disconnected from the server.
Then in the Async - Networking event, network_type_disconnect will be called.
If you want to be nice, you should send a message to the client informing them of a disconnect before the server actually disconnects.... Otherwise, the client will never know, except for the ping's never being ponged ...
