Android Extensions for Android and IOS

HI!
I have 2 questions:
1) If I have bluetooth extension for Android working on Java, can I use this extension for IOS?
2) Can I testing my IOS application without developer account and on virtual machine, not having MAC? I don't understand this from manual.

1. Not without rewriting it.
2. Nobody around here has made it work that way, everyone who did had a Mac. If you can't afford the gear, don't develop for it.
