If you aren't trying to build for Windows 8/8.1 then ensure your target is set to regular Windows for building.
If you are trying to build for Windows 8/8.1 then make sure all of your VisualStudio settings are set up properly via the guide on the helpdesk here: https://help.yoyogames.com/hc/en-us/articles/216754218-Preparing-GameMaker-Studio-for-Windows-8
