Question - IDE Dual monitor scrolling issue

I have a dual monitor setup. When I have the manual open on one monitor and I'm working on the other the horizontal scroll bars don't work. If I use only one monitor it works fine. Any ideas what is causing this?

Enable the show help in external browser, somewhere in the settings
