Doubts with exports to xbox one

I would like to know if to test games or apps in xbox I need to have a @id.
I have the pro version of game maker with all the modules and it says that I need an id but in the web of xbox says that it is not necessary if you are going to test it off-line.
What steps do I have to take to do this?
With visual studio you ask for a code that gives you the console but I am useless with that program and I want to use game maker.

Can someone clarify this?
It is supposed that to receive a @id from Microsoft would have to send them a game, but if game maker does not let me export without that @id, how will I send a game to microsoft?
