GameMaker Debugger Profile Confusion

I've been attempting to use the debugger's profile tool to determine what's causing lag in my game, but I'm a little confused about the results that I'm seeing.



In this image, the total sum of all step % values (including the ones not shown) is well below 50%, and when I switch to Engine view, it identifies that Room Speed Sync is the majority of the time taken per frame. However, my game, which is supposed to run at 60 fps, instead hits approximately 45-55 fps.

Am I misreading the profiler?
