Summary:
Here’s a GML Tutorial on creating levels from png image files. You can easily edit the files to modify your levels, and once they are saved all you need to do is re-enter the room to have the changes applied. It's handy since you can add content to your levels without having to recompile within Gamemaker. It's the kind of thing that is really useful for game jams, or when you need to prototype levels quickly, or even to speed up your level designing.

Very interesting. I wonder if this could be used in conjunction with an ingame level editor, perhaps as a way to save the custom levels.

Very much so. It would be just a matter of saving the changed level to a file. There would be many methods to do that. Then you could just read it in when entering the level again.
