Question - IDE compiling: packages can not be built for this select

When I try to compile a simple project, there is a error message shows up: packages can not be built for this select. Then I check it up in Google but nothing can help me. I'm pretty sure that I configurate my ide correctly.

- OS: windows x64
- I use YYC to compile it
- My vcvars32.bat path: E:\Program Files (x86)\Microsoft Visual Studio\2019\Community\VC\Auxiliary\Build\vcvars32.bat
- I also can not run the game with YYC

My ide version: 2.2.1.375
My Runtime version: 2.2.2.326
