Sure. Applications are welcome in the WIP and Made with GameMaker forums. But those forums are really intended for games, so your topic may not get much attention.
Instead, you might consider the YoYo Marketplace for extensions. There's lot of extension tools and some standalone apps hosted there. Then you can post a topic about it here in the GMC Marketplace forum.
