GameMaker Animation when not moving top down game

Hi in my game I want an animtion when the characters is not moving but I don't find any tutorial for this.

If you have an animated sprite, it will play at the designed frame rate, what ever the object using the sprite is doing (moving or not).
Do yo use animated sprites ?
A lot of youtube tutorials on this.
