Windows 2.3.4.580 runtime fails to load when GMS startup and computer is not connected to internet

if i attempt to stay off the web and start gamemaker, the runtime does not load, then when i try to test my code the system refuses to do so claiming that its older then gms 2.3

if im connected to the web then no problem, but if i try to code while traveling this makes work impossible.

please advise.
