GameMaker Can Game Maker load audio from an external file?

Hello all, I apologize for this somewhat dumb and basic question.
I haven't used Game Maker very heavy since the 8.1 days, dabbled a bit in GMS 1.4 but I found Studio 2 pretty intimidating as it basically changed everything I knew about Game Maker but in a way, its more efficient and more powerful than its predecessors.

Anyway, most of my games lately have been music games so I have a couple questions.
This will determine if I should go back to 1.4 or not.

Can you load audio files externally in GMS2 now?
I remember previously being unable to load BGMs from files.
Can you get a pretty accurate position value of the playing track (10ms resolution or so)?
Lastly, can you extract encrypted archives or does that require an extension?

audio_create_stream for OGG or an audio buffer and minor header parsing for WAV

Can you get a pretty accurate position value of the playing track (10ms resolution or so)?
audio_sound_get_track_position/audio_sound_set_track_position

Lastly, can you extract encrypted archives or does that require an extension?
That requires an extension.
