Do you mean Pyxel Edit?
If so then yeah that's what I use and it's great for tiles, but OP specificaly wrote "FREE" in caps so I didn't suggest it.

They do, but it's really old (v0.2.22): missing features, no animation, the old UI etc.
Full version is $9 (v0.4.8)

Piskel is free but not really for tilestes.

Pixel edit. Is worth the 9$

You could just use GIMP's pencil tool. But as far as I know, GIMP doesn't have any special features for checking how the tiles look when tiled, if that's what you're after.

I use MS Paint (the Windows Vista build), PhotoFiltre, or GIMP.
But, if you want a free tile set specific program, try Tile Studio.

It does... under Filters > Map > Tile.
(EDIT: sorta, but it's featureless.)

There are lots of pyxel edit tutorials on you tube. Watch a few on tiles and see if it’s what you want first.
